Drawn for the new 2nd series, Orca Seltzer was finally painted and published in All New Series 4.  Oddly enough, Topps auctioned this piece on April 19th 2006 with the following description:

2005 Topps Wacky Packages Unpublished Rough Art! Orca Seltzer. Direct from the legendary Topps Vault, comes this original B&W pencil art. Topps utilized the talents of artist Neil Camera to create this wacky parody image. Please note that this product parody was rejected by Topps and thus, was not used in the 2005 ANS2 sticker set.

 Exactly 7 days after telling us of Orca's rejection, an ad for ANS4 was published on April 26th showing the new Orca Seltzer.
